Ismael Mersham is a Kurd, who has lived for many years in Korea. He is a retired lecturer from Hankuk Univ. of Foreign Studies, and holds a PhD in Political Science in Middle Eastern and African Studies. He is an active member of Hanokers, and was the featured storyteller at our Refugee Insights in July 2024. 

이스마엘 머샴은 쿠르드인으로, 오랫동안 한국에서 살아왔습니다. 한국외국어대학교에서 강사로 재직하다가 최근 은퇴했으며, 중동·아프리카 지역 연구를 전공한 정치학 박사입니다. 한옥커즈 회원이며, 2024.7월 난민인사이트 행사의 스토리텔러였습니다.

These days, the Kurdish people in Syria are facing renewed suffering amid ongoing instability, insecurity, and political uncertainty. In many Kurdish cities and towns, civilians live under constant pressure caused by military threats, economic hardship, displacement, and the absence of a just political solution that guarantees their basic rights and safety. Ordinary people, women, children, and the elderly are paying the highest price, while their voices remain largely unheard by the international community. Despite these harsh realities, Kurdish people refuse to surrender to silence. From region and across the diaspora, Kurds continue to struggle to protect their existence, dignity, and future. Their suffering is not only a humanitarian issue but also a case of justice and rights for a people who have lived for decades between war, marginalization, and denial.

요즘 시리아의 쿠르드인들은 계속되는 불안정과 불안, 그리고 정치적 불확실성 속에서 다시금 큰 고통을 겪고 있습니다. 많은 쿠르드 도시와 마을에서 민간인들은 군사적 위협, 경제적 어려움, 강제 이주, 그리고 기본적인 권리와 안전을 보장하는 정의로운 정치적 해결의 부재 속에서 끊임없는 압박을 받으며 살아가고 있습니다. 평범한 시민들, 여성과 아이들, 노인들이 가장 큰 대가를 치르고 있지만, 그들의 목소리는 국제사회에 거의 들리지 않고 있습니다.

그러나 이러한 혹독한 현실 속에서도 쿠르드인들은 침묵에 굴복하지 않습니다. 지역 안팎, 그리고 디아스포라 전역에서 쿠르드인들은 자신들의 존재와 존엄, 그리고 미래를 지키기 위해 계속 싸우고 있습니다. 이들의 고통은 단순한 인도적 위기를 넘어섭니다. 그것은 오랜 세월 전쟁과 주변화, 그리고 부정 속에서 살아온 한 민족의 정의와 권리에 관한 문제이기도 합니다.

유리는 난민 및 이주민 권리를 비롯한 다양한 사회 문제를 연구하고 활동하는 독립 연구자이자 활동가이다. 그는 한옥커즈의 공동 창립자이자 이사이며, 현재 스페인에 거주하고 있다. 이 글에 담긴 견해는 유리 개인의 것으로, 한옥커즈의 공식 입장을 대변하는 것은 아니다.

작년, 영국의 어느 소규모 난민 지원 연구 단체가 주최한 웨비나에 참여했다. 원격근무 채용공고 두 건을 소개하는 자리였다. 지원서 작성 방법을 하나하나 안내하고, 무엇을 중요하게 보는지 설명해 주었으며, 질문도 받았다. 겉으로 보면 단순한 정보 세션이었다. 하지만 나는 묘한 감각을 느꼈다. 이렇게까지 명확하고, 지원자를 한 사람의 주체로 초대하는 채용 과정을 경험해본 적이 있었던가? 국제기구든, 작은 지역 NGO든, 그동안 겪어온 수많은 경직되고 불투명한 채용 절차들은 종종 당사자들을 위축시키고 무력하게 만들곤 했다.

웨비나 진행자들은 ‘반억압 실천론(Anti-Oppressive Practice, AOP)’ 원칙을 채용 과정에 적용하고 있다고 밝혔다. 연대(solidarity)를 통해 권력과 특권의 구조를 재구성하고 도전하는 의식적 태도—이것이 AOP의 핵심이다. [사회복지 영역에서 출발한 개념으로, 제도와 사회에 내재된 차별을 해체하고 개인의 편견을 성찰하는 틀을 의미한다.] 나는 이 용어를 이전에도 들어본 적이 있었지만, 이 자리에서는 그것이 실제로 어떻게 구현되는지 직접 확인할 수 있었다.

Last year, I attended a webinar hosted by a small UK-based refugee-support research organization. It introduced two remote job openings. They walked us through the application form step by step, explained what they were looking for, and answered questions. On the surface, it was just an information session. But I remember feeling something unusual: how rare it was to experience a recruitment process that was this clear and that seemed to invite applicants as full subjects in their own right. Whether in large international organizations or small local NGOs, many hiring processes I had encountered felt rigid and opaque, often leaving applicants feeling discouraged and disempowered.

The moderators explained that they apply the principles of Anti-Oppressive Practice (AOP) in their hiring. They described AOP as a conscious approach that seeks to challenge and reframe power and privilege through solidarity. (Originally emerging from social work, AOP refers to a framework aimed at dismantling systemic discrimination embedded in institutions and society, while encouraging continuous reflection on personal biases.) I had heard the term before, but here I could see how it was implemented in practice.
